Arlington County, Virginia Appoints WA3GIN As RACES Officer:

David Jordan, Arlington County’s chief information security officer (CISO), was appointed March 18, 2005 as Arlington County’s Radio Amateur Civil Emergency Services (RACES) officer. An employee of the County’s Department of Technology Services, Jordan is detailed to the Office of Emergency Management, responsible for emergency technology and Emergency Support Function #2, Communications.

Prior to joining Arlington County government, Jordan spent 18 years at MCI where he held several engineering positions, including advisory engineer to the Systems Integrity Division and director of technical security. Jordan has been with Arlington County since early 2001 when hired as the County’s first CISO. During his Arlington tenure, he helped pioneer and deploy Arlington Alert ( www.arlingtonalert.com) one of the nation’s first, comprehensive text-based emergency alert and notification systems, using duplicate, redundant computer servers to provide an enterprise wide platform with seamless failover. Arlington County was the first local government in the National Capital Region to deploy this text-based alerting system, now being fully implemented in surrounding Metro area jurisdictions. Thousands of users including first responders, employees, key businesses, volunteer groups and the public can be alerted simultaneously, in seconds via email, pagers, cell phones (via SMS) or other mobile devices. Arlington Alert was fully functional by October 2002 and has been used numerous times during all-hazards incidents, including the Blizzard of 2003, Hurricane Isabel, and to warn citizens to shelter-in-place during the recent tanker explosion near the Pentagon on I-95.

Jordan’s goals for emergency communications in Arlington include training non-amateurs, such as Community Emergency Response Teams, to provide effective 2-way radio communications for damage assessment, community preparedness, health, safety and welfare, whenever needed. He hopes to enlist some of the more than four hundred licensed amateur radio operators living in Arlington to assist in this effort. Jordan said, “the County has some very active amateurs who are providing good support currently and I want to better enable those already providing support while also growing the capability to better serve the County.” Bringing together a coordinated emergency communications team of amateur and non-amateur groups, which could evolve into a member of an inter-jurisdictional mutual aid support system throughout the Metro area is the ultimate goal for Arlington’s Emergency Management Office. Second on the list is to establish a formal RACES organization within the County -- one where RACES and Amateur Radio Emergency Service members can grow their skill sets, upgrade their FCC operating licenses and participate in emergency exercises, together providing Arlington a proactive and well-trained emergency radio communications infrastructure.

Jordan is an avid HF/VHF mobile radio operator who holds an FCC Amateur Extra license and was first licensed in the early 60s. He serves on the board of directors for the East Coast Amateur Radio Service and the Arlington Radio Public Service Club, where he is also first vice-president and chairman of the repeater committee. He is also founder and trustee of the Northern Neck Amateur Radio Club and well known as being one of the first amateur operators in the mid-Atlantic region to successfully construct and operate a totally Internet Remote Amateur Radio (IRAR) HF station. Jordan was born in Washington, D.C. and is a lifelong resident of the metro area.

This is very interesting....

It seems that someone forgot to tell the Arlington County, VA Office of Emergency Management (OEM) about the appointment... And the Arlington County, VA Public Affairs Office is also not aware of the appointment and it seems did not issue the "news" release.

Maybe someone can explain how the OEM does not know about this appointment when the FCC rules clearly state that the RO is to be appointed by the local civil defense office or OEM.

I'm not sure where you got your information, bad investigative journalism, maybe, but OEM is aware of it. The OEM director, in fact, made the appointment.

You also claim that Arlington's "Public Affairs Office is also not aware of the appointment."

First off, there is one staff person in the office that was aware of the appointment, but only because he knows David Jordan. (This staff person returned a call to an ARES member to address his questions.)

You are correct that Public Affairs DID NOT put out a press release, as this is not the type of item that Public Affairs typically considers for releases. So, is there a need for the entire Public Affairs Office to communicate on this topic or have detailed knowledge?

Here's a recap:
1. The OEM Director appointed David Jordan
2. One Public Affairs staff member in the loop, but the office did not issue communications

So when is Northern Virginia officially going to secede from the VA ARRL section?

I would ask your SM and ARRL Board Member. I understand that a small ARES group wants to do so and also wants to split off DC, Montgomery and PG counties in Maryland to form the new section. Since the MDC section is part of the Atlantic Division, I can't imagine there would be much support among the league leadership for doing so.

Yeah, I've heard rumors floating around that there might be some muted discussion about the Western Virginia counties leaving as well...maybe a Virginia Highlands section. Kinda makes sense, since there's different types of emergencies (winter weather vs. hurricanes) and no representation in the section leadership by Western Va hams. Everything is east of Roanoke.

I've heard the comments about Tidewater Aristocrats also, but believe that the only real solution is that if Virginia hams don't feel they are properly represented by the current ARRL section leadership, that they should use the ballot process to vote out the encumbents.

Just for clarification, the appointment of WA3GIN is in "addition to" and has nothing to do with replacing your current involvement in Virginia RACES does it?

Are you referring to RACES as in Part 97 RACES? or are you referring to the private radio club in Virginia that calls itself Virginia RACES, Inc.?

The State of Virginia has not had a state level Races Radio Officer for three years or so. VA Races, Inc. tries to pass itself off as the "official" Virginia RACES orgainization when in fact the Virginia Department of Emergency Management has made no such appointment.

Those with questions please re-read clarification by ACG: Dave was appointed by the County Emergency Manager.

Dave is an Arlington County Employee. His duties as Communications Information Security Manager, among others include Emergency Support Function #2, Communications, under Arlington County's Emergency Operations Plan.

This appointment was made by Arlington County government, not by any club.

Get over it.

Why don't you get over it? I don't beleive anyone questioned ACG's comments or questioned David's appointment after ACG's comments on March 23rd. It seems obvious that I was misinformed in my original post and I apologize for not asking a few more questions.

No one, that I am aware of, said that RACES, Inc. made the appointment or even hinted that RACES, Inc. made the appointment.

My last comments were to Charles, KC8VWM.

So Ed, you need to get over it...

I presumed in error that your comment was directed to me, because you may have looked me up on QRZ and found that my first name is listed as Charles on my license. My mistake.

You apparently have no callsign and prefer to hide behind your identity as another anomymous eham flamer. Your comments require no further response from me or anyone else.

Dave, This is late, but congratulations on the RACES (Radio Amateur Civil Emergency Service) appointment. Know your doing great things in Arlington and hope to work with you.

For those who wish to bring up other issues (RACES INC or NoVa section) these do not deminish the fact that Dave has been doing a great job in Arlington with regard to getting ham radio integrated into the EMS.

I only hope I can do as well in Alexandria.
