Garage doors work after mysterious radio signal

A widespread problem with a mysterious radio signal that
caused some garage doors in the Ottawa region to stop
working has vanished.
The powerful radio signal causing the problem stopped
being transmitted on Thursday afternoon, around the time
CBC News contacted the U.S. Embassy to ask if it knew
anything about it.
The embassy denies that it had anything to do with it.
The signal was being transmitted at 390 megahertz, a
frequency used by the Pentagon's new Land Mobile Radio
System.
The same frequency is used by garage doors openers,
which started to malfunction around the city about two
weeks ago. A similar problem has popped up around
military bases in the States.
The world's biggest garage door manufacturer, the
Chamberlain group, took the problem seriously enough to
fly design engineer Rob Keller to Ottawa from its Chicago
headquarters, with machinery to try to track the signal.
But by the time he got there, the signal was gone.

I suspect that Canada has something in its radio regulations similar to our Part 15, which states that unlicensed radio devices (including garage door openers) must accept interference from licensed primary users of the spectrum. And, typically, embassies are granted regulatory courtesies in the host nation. But who reads that little label anyway? This is little different from the situation where people complain about radio amateurs' rf getting into their stereos and telephones. Tabernac!! Don't confuse anyone by reading them the radio regs!

I'm monitoring 390 MHz +/- 5 MHz right now. The discone on the roof is picking up the odd intermittent signal but no steady carriers. It's 20:03 here in Budapest right now so perhaps I really am picking up garage door openers.
Too dark and too cold to go out and look for black helicopters.

The Industry Canada Radio Specification Standard for low-power intentional radiators (e.g., garage door openers) in Canada (corresponding to FCC Part 15, Subpart C) is RSS-210. The two are very closely harmonized in terms of permitted frequencies, types of operation, and other technical requirements, but a separate certification application is required for Canada. Receivers for RSS-210 transmitters also require certification. Whereas the receivers used for many high-power radio services in the United States are tested for compliance under Part 15 Subpart B rules, Canadian receivers for other than RSS-210 are certified under the RSS (Radio Standards Specification) standard for the relevant transmitter. This includes RSS-119 (Land and mobile stations) 27.1–960 MHz with 20–30 kHz channeling.
It is specifically note in RSS-210 that...
"The frequency band 225-399.9 MHz is allocated for Government of Canada usage. There are different types of operations in different parts of this band of frequencies, including communications with aircraft and operations using high power transmitters. Besides avoiding the frequency bands of Table 1, designers of low-power devices are strongly recommended to also avoid wherever possible the entire 225-399.9 MHz band."
It seems if there is a culprit in this story, it is Chamberlain in Chicago (USA) who sold garage door openers in Canada knowingly or unknowingly operating within a frequency band allocated to Government of Canada usage disregarding Industry Canada recommendations.

The same thing happened in Las Vegas a few years ago when a secret miitary group showed up at Nellis. The frequency is a shared frequency and when THEY want it THEY got it! Works for me!

Just for information...
A year ago this month, news that this was going to take place was distributed nationally by the news media. The story said that post-9/11 security concerns led to the decision to beef up the Defense Department's land-mobile service and that testing on a common garage door frequency was underway.
It also said that the garage door opener industry knew of this possibility and accepted the risk. (Why not? We'll pay, not them, right?)
It was also mentioned that frequency change kits are available for those wishing to move their garage door operation off the Defense Department channel.

Why did the US company have to send a DF team? No Hams or Gov't in Canada with the capability? Even the Media has technology to do basic DF. TV antenna and a scanner would work nicely I would think. Some of you Fox Hunters can straighten me out on this.

This was just another sinister plot engineered by that evil genus, Karl Rove and the vast right-winged conspiracy. The plain is diabolical and simple.
STEP #1: Jam all Canadian garage door openers;
STEP #2: Sell all new USA made garage door openers to Canadians;
Now who profits? Haliburton and Exxon-Mobile.

Mysterious signals today totally swamped both our garage door openers to the point I needed to hold my TX directly against the receiver antenna/s on the two openers. This went on till about 2pm when - whatever it was - dissapeared.
Is there a specfic frequency used by door openers? Would like to center my Spectrum Analyzer on it.... then I guess I could just look for the freq of my remote :-)
