Spectrum Defense Fund 2006: Keeping ARRL's Voice Strong:

As its name implies, the primary focus of the ARRL Spectrum Defense Fund is to help the League remain vigilant in guarding the range of frequencies Amateur Radio enjoys. The Fund, which kicked off its 2006 campaign October 10, also makes it possible for the League to forcefully advocate on behalf of the US amateur community at the FCC and on Capitol Hill and at international conferences.

"A healthy Spectrum Defense Fund will ensure that ARRL's voice continues to be Q5 S9 in every corner of official Washington," said ARRL Chief Development Officer Mary Hobart, K1MMH. "As we ask others in official Washington to recognize the role of Amateur Radio and protect our spectrum, the strength of our voice comes in part from the generosity of all radio amateurs."

Hobart added that it's crucial for the League to maintain the momentum of the increased visibility Amateur Radio has earned as a result of its role in disasters and emergencies, such as the Hurricane Katrina response. She pointed to the positive and well-received testimony offered in Congress by ARRL President Jim Haynie, W5JBP, and ARRL COO Harold Kramer, WJ1B, on ham radio's Katrina effort.

Haynie describes spectrum defense as an ongoing and all-encompassing activity that doesn't always involve a specific threat such as Little LEO satellites or broadband over power line. "It involves our advocating to be able to keep what we've got," he said. In his view, that means keeping ham radio in prominent view of elected officials as well as of the public at large.

"It's by selling what we can do--and not what the League can do but what you can do as members," Haynie observed.

The Corporation for National and Community Service (CNCS) grants to provide Amateur Radio emergency communications training and to help reimburse volunteers' out-of-pocket expenses are further evidence of Amateur Radio's enhanced visibility, Hobart said.

"It's a matter of official record that this country cannot afford to be without Amateur Radio," she asserted. "We have visibility and recognition, and it's the ARRL's mission not to let anyone forget what we have done and are ready to do, anytime the need arises."

Preparations already are under way for World Radiocommunication Conference 2007 (WRC 07), which will consider agenda items that could impact Amateur Radio. The ARRL, as the IARU International Secretariat, funds IARU observers as representatives of Amateur Radio at such conferences. While they don't have a vote, they can lobby the delegates. The Spectrum Defense Fund supports these activities too.

Hobart thanked all who have contributed to the 2006 Spectrum Defense Fund, and she urged those who have not yet done so to take the opportunity to express their pride in the Amateur Service. "The care and feeding of our spectrum begins at home, with contributions from ARRL members," she concluded.

Giving is easy. Radio amateurs may contribute online via the ARRL's secure donor Web site https://www.arrl.org/forms/fdefense/fdefense.html. The ARRL has been included in the 2005 Combined Federal Campaign (CFC) http://www.opm.gov/cfc/. The League's CFC donor code is 9872.

We can keep our elected officials aware of the value of amateur radio. We can gain the respect of the public at large. We can support the efforts of the ARRL. We can recruit and Elmer new hams. We can demonstrate courtesy and skill while on the air. Hams are not the only ones who listen to hams on the air. We can light one little candle, or we can curse the darkness. We are our own best friends, or our own worst enemies. Things like BPL and other threats just serve as opportunities to show us and the general public what we can or will not do. Don't kid yourself, and don't try to fool others. The future of amateur radio is in our hands and ours alone.

The fact they constantly want money for lobbying, but are prevented from directly lobbying, should be a clue for those who are trying to decide. They go there, eat lunch & then buy someone else lunch to lobby on their behalf. Take your money, send it to your representitive in Congress & you cut out the middlemen.

However, I think that using lofty rhetoric when we don't use the frequencies above 450.000000000 is totally bogus & most of all FECKLESS !!!

What has ARRL's voice acomplished so far with respect to stopping BPL? Somebody, anybody, anywhere please tell me?

But remember, you are limited to reading only one story related to what the ARRL efforts has accomplished with respect to actually STOPPING BPL as you have requested.

Why would anyone but shortsighted idiots rejoice in such a bill? This literally is throwing baby out with bathwater. It is 180 degrees away from "victory" of any record.

Banning ANY Muni highspeed means you will DEPEND on telcos to 'upgrade', which here in this rural area is a slow painful death WITHOUT options at all.

Here in Southern VA, the Mid Atlantic Broadband Coop is running a $23 mil fiber backbone across from Danville to Emporia VA. This will allow DIRECT pricing to coop members for ANY size pipe. While this is a non-profit coop, it was formed from the proceeds of the tobacco settlement to enhance economic & quality of life here. I joined the coop for quite a few reasons, some business, some personal. One time fee, lifetime membership, wholesale pricing on everything that Verizon would not dare to even offer business, like STATIC IPs!!!

Instead of rejoicing at this activist idiocy the ARRL is so proud to have stopped broadband of any sort, the rejoicers & ARRL supporters should be lined up & flogged unconscious on live video!!!

Feckless is the ARRL, this is just further proof of how extremely accurate that word really is to describe it.

Would that be a good enough and shortsighted reason for an idiot like me?

Now, I am sure they have a pro BPL website somewhere on the internet for Pro BPL advocates like yourself, but I doubt it's going to be anywhere here at eHam.

Good luck with that BPL thing you want to keep going though.

I am far from pro-BPL Charles, however, I am quite pro broadband & VERY pro wireless. I see this Nebraska move by the ARRL as the most vicious of shutdowns preventing the overall push toward the ubiquitous broadband goal from actually being achieved.

As I said, I live in a rural area where if it weren't for broadband fiber (muni sponsored coop), we might just have to deal with BPL as our only option to dialup or Verizon's crappy attitude toward rural Americans. I am sorry you took my comments personally as they were not meant toward you actually but you might want to get used to it if you actually think that the ARRL's self-centered approach of lowered expectations to the BB problem is for shutting down everything including BPL & gloating over a perceived 'success'. I see it as obstructionism & counterproductive. Nebraska deserves what it will get for going along with a bunch of hollow 'snuffers' who successfully retard advancement. The ARRL has NO solutions to BB, just obstruction with intent to distribute...

Pro-BPL? Hardly my friend, hardly...
