Citizens' Band radio is set to be deregulated from 8 December this year, following changes to the Wireless Telegraphy Regulations 2006. CB operators will be able use their radio without the need to obtain a licence.
Ofcom has also announced that the use of certain low power FM transmitters, which wirelessly connect MP3 players to radios and in-car entertainment systems, will be legal for use in the UK from 8 December 2006. The transmitters will however have to meet stringent specifications aimed at preventing interference to other wireless devices.
The new regulations will also make more spectrum available to meet consumer demand for other low power devices such as hearing aids, alarm systems, tracking and tracing systems and meter reading devices operating in the 169.4-169.8125MHz band.

Well, for amateurs in the USA I doubt that this will have much effect. Radio amateurs in the UK may however have a problem.
When the local CBer comes on air running his (illegal) kilowatt amplifier and flattening 10m he will be more difficult to trace as the authorities no longer have license (sorry, licence) records. So, as you can see, this does have something to do with amateur radio.

It has a lot to do with, as you call it "AMATEUR radio" By the time the FCC gave up on CB, the band was out of control and remains that way. So much so that now 10 meters is used as an escape. And I am sure our friends across the pond will see / feel the same as we have in the past.

How many CBers in the UK have a license anyway?
If the number of CBers with a license in the USA is any indication, this is not going to make any difference.
Remember:
The only thing seperating us from CB is the standards. Take away the standards and we will become CB.
