Vigilantes Help CAL FIRE Patrol San Diego County:

When I was a youngster in central CA, my mother used to talk of the vigilantes. Citizens of the old West who fancied themselves as undeputized cops. Going about the arresting and punishment of those who they presumed guilty. Many were hung that might otherwise have been found innocent by a judge and jury.

So, from the description, hams are being asked to be undeputized Fire Marshals. To go about identifying violators of banned substances such as fireworks (that are, BTW, legal in many other states of the Union). Vigilantes with two way radios and orange vests.
What's wrong with this picture? Hams are being used as untrained law enforcement officers. Risks to the hams and also to ham radio's reputation. This, instead of being just a helper communications conduit when other channels aren't available or are overloaded. Its wrong. Just plain wrong.

Public perception of the amateur community needs to at all times be positive. Its tough enough to convince the neighborhood our antennas won't decimate property values. Help out during fires and public service events such as walk a thons and foot races will build awareness in a positive perspective. Let the cops and their reserve back ups do the law enforcement patrolling.
