D-STAR isn't inherently "internet-linked" only. Yes, it does use an IP-based system, but the backhaul can (and is recommended to be) 10GHz microwave.
So, a 1200Mhz/128kbps IP-based data network could absolutely operate and prove quite useful in the case of an infrastructure/wireline network failure.

Moreover: I don't understand why you're diminishing the usefulness of radio relay. No one is bound to "internet-linked" systems.
Ham still requires little to no infrastructure; (power, a transciever, and a wire.) - the article explains how this can get messages through in the case of infrastructure failure.
The article doesn't seem to be D-STAR related, so I'm not sure where that comment came from -- and even if so, as I explained, D-STAR is not neccessarily internet dependent.

Not so fast. Fires, Hurricanes and Quakes can take out fixed infrastructure, amateur repeaters, just like the rest.
The article boasts of WinStink and its utility to sailors and RVers. Offering free Internet EMail service, but of course doesn't mention the for-fee, commercial SailMail identical system for mariners. Another infrastructure crutch.
We take for granted the availability of the Internet. In a true national defense emergency, it may not be available.
We need to remember that the "when all else fails" logo is based upon simplex, peer to peer with another station. And, not everyone will have esoteric digital modes available in all crises.
