Given the current regulatory climate and the recent FCC "Clarifications," should they be doing this? Are any county employed Amateurs manning the Amateur Radio equipment for the drill? Are the required waivers in place?
This could earn some citations!

I don't know about Waldo county, where ever that is, but in Will county, Illinois, all the amateur operators at the EOC are volunteers, so we are not 'working' for an employer.

The question isn't if the volunteer. The question is if this statewide exercise was called by the Waldo County ARES/RACES OR The Maine Emergency Management Agency.
If the Maine Eemrgency Management Agency (a state agency) called this as an emergency drill and want amateurs to participate, they need to ask for a waiver from the FCC.
If this is ONLY an amateur-wide stade drill called by ARES, then no waiver is necessary.

Unless employees will be handling communications on behalf of their employer no waiver is needed. E.g. if an EOC employee that is also a ham will be handling communications for the EOC (his employer) then a waiver is needed.
If it is ARES conducting the drill, they cannot apply for a waiver. Only a government agency can apply for a waiver and that government agency must be the sponsor of the drill.

I don't think the FCC is concerned about the responsible use of ham radio. The article says ham radio operators are operating the equipment, anyway. If someone grouses about a violation there will be more rule changes, rulings and waivers from the FCC. I think it is great!
Better to be prepared than to be caught by surprise and then beg for help. It might not be coming.

How many old ham radio operators does it take to hold a drill? Six!
One ham who can see well enough to install a bit. One ham to hold the drill. One ham to plug it in. One ham to tell them they aren't holding it level. One ham to tell them they are in violation of the electrical grounding code. One ham to tell them the finished hole is too big. Then they start over. Whew! This could take a week.
