FCC Looks to Revise, Clarify Vanity Call Sign Rules:

On Wednesday, November 25, the FCC issued a Notice of Proposed Rule Making (NPRM) -- WT Docket No. 09-209 -- seeking to amend the Commission's Amateur Radio Service rules to clarify certain rules and codify existing procedures governing the vanity call sign system, as well as revise certain rules applicable to club stations.

According to the FCC, almost 80,000 licensees have replaced their sequentially issued Amateur Radio call signs with a vanity call sign since the program began in 1996. When the program began, the Commission established what they called "the broad outlines" of the vanity call sign system, concluding that call signs generally should not be available for reassignment for two years following the death of a licensee, or expiration or termination of the license for that call sign. In doing so, the Commission made exceptions for former holders of the call sign, close relatives of a deceased former holder and club stations of which a deceased former holder was a member.

The Commission did not, however, specify all of the procedures governing the vanity call sign system, but indicated that the procedures "would be set out in the Public Notices announcing 'starting gates' for the groups receiving initial priority and that the procedures would be adjusted from gate to gate as experience dictated." The procedures announced in the Public Notices announcing the gates are still in effect, but they are not set forth in the Commission's Rules. The NPRM states that the FCC "now believe[s] that certain provisions should be codified in our rules, and others added, so that the vanity call sign system will be fair, equitable and transparent to all amateur service licensees. The Commission also decided in the Vanity Report and Order [issued in 1996] to resume issuing new club station licenses. We believe that certain rule changes to the club station licensing rules may be appropriate."

The comment period for WT Docket No. 09-209 will extend for 60 days after it is published in the Federal Register. Historically, items appear in the Federal Register approximately 7-10 days after they appear on the FCC Web site. Reply comments can be made up to 75 days after publication in the Federal Register. I'm sure they meant "date to date".

"Gate" is actually the term the FCC uses. They don't talk like us.

Finally, a chance to get the vanity quirks on the table.

I've never understood why the FCC continues to charge the same fee for vanity renewals as for initial applications. A vanity renewal is no different than an non-vanity renewal.

Charge a fee for that initial vanity application, but not on renewal. No different than a sequentially issued license on renewal.

They charge for renewals because the law that authorized vanity calls requires that.
If you want to change, it communicate with your Congresscritter.

Actually, "gate" is a government term. Watergate, Climategate etc...

Looks like this includes a proposed change that would end the practice of clubs collecting multiple vanity callsigns.

There are some so-called "clubs" out there that have as many as 20 vanity callsigns.

It will prevent clubs from hoarding new vanity calls, but apparently will grandfather in those multiple callsigns already held by some clubs.

"Gate" information as it applies to the vanity callsign licensing process.

These procedures include opening the system gradually through a series of filing gates ("gates") that, once open, do not close. The gates implement the filing priorities.

These gates are:

Gate 1.(Opened May 31, 1996.) (1) A primary station licensee may request the call sign
previously shown on the license, or shown on the station license of a now-deceased close relative.

2) A club station license trustee may request the call sign previously shown on the club station
license.

Gate 1(A)(Opened July 22, 1996.) A club station license trustee may request in memoriam the
call sign previously shown on the station license of a deceased person who was a member of the club.


Gate 2.(Opened September 23, 1996.) (1) An Amateur Extra Class operator may request a Group A, B, C or D call sign for his or her primary station.

(2) An Amateur Extra Class operator may request, including request in memoriam, a Group A, B, C or D call sign for the club station for which he or she is license trustee.

Gate 3.(Opening to be announced.)(1) An Advanced Class operator may request a Group B, C,or D call sign for his or her primary station.

(2) An Advanced Class operator may request, including
request in memoriam, a Group B, C or D call sign for the club station for which he or she is license
trustee.

Gate 4. (Opening to be announced.)
(1) A General, Technician Plus, or Technician Class operator may request a Group C or D call sign for his or her primary station.

(2)A General, Technician Plus, or Technician Class operator may request, including request in memoriam, a Group C or D call sign for the club station for which he or she is license trustee.

(3)A Novice Class operator may request a Group D call sign for his or her primary station.

It is about time the FCC stepped up to the plate and did something about vanity callsigns being hoarded by clubs.Some call areas have at times 2 or maybe 3 vanity callsigns available.To allow a club to hold 10,20 or an unlimited number of vanity calls is absurd!..Limit clubs to 3 vanity callsigns and make this fair! How many vanity calls does a club truly need?...73 from a single vanity callsign holder,W7KB.

WRONG! Each call area probably has several thousand
2 x 2, 1 x 3, and 2 x 3 calls available.

Some call areas at times only have 2 to 3 1x2 callsigns available.The 7 call area is a prime example.RIGHT!..73 W7KB.
