It seems to me that satellite is a poor choice to plan on for emergency communications. You're going to have to switch frequencies to catch each bird on it's pass and deal with dead air in between.

It seems to me a better choice would be to put up some towers with VHF beams on them OR use NVIS on HF to get your signal out of the disaster area.

Just my 2 cents on this.
