Three MARS Chiefs Confer:

Chiefs of the three MARS branches -- Army, Air Force and Navy-Marine Corps -- are conferring this week, but not at the Dayton Hamvention as in numerous past years. Congress’s sequestration of Defense Department funding hit travel budgets hard, so the annual conference mandated in DoDI 4650.02 was switched to a telephone link today.

However, Army MARS will be represented at the three-service members’ forum in Dayton because that event had prior approval. Program Officer Paul English will join HQ Operations Officer David McGinnis on the podium. Both are veteran Hams.

The Dayton weekend is the one opportunity for the leadership to confer and socialize with members from throughout the country. Mr. Klinefelter participated in the Hamvention shortly after becoming Chief early last year.

English, who had recently retired from active duty with the rank of colonel, joined the Army civilian staff as fulltime deputy to Chief Klinefelter in November.

The Department of Defense Instruction governing MARS provides for the annual conference “for the purpose of coordinating all MARS responsibilities, procedures, interoperability and related activities . . .”
