Good luck with that. I can't get existing "members" to show up once a quarter for a meeting and training. People need to be slammed in the face with a major disaster before they pull their hands out of the sand - then it is too late for the training needed to make them a cohesive unit.

Well said! In our state the emergency managers for the county often have no sense of urgency. The State provided us with almost $3700.00 of radio gear and antennas. Our sister county hasn't even let the Hams get the equipment out of the boxes it's been sitting in for three years. Warranties have all expired. In our county if I hadn't been a friend of the county courthouse maintenance man our antennas would not be up yet. I've been waiting for the computer they promised and still don't have. Any time I try to meet with the EM they tell me he is in a meeting or leaving for somewhere shortly. Like you say, until a big one hits they'll sit on their fannies.
