A mirror bill to the Amateur Radio Parity Act, HR1301/S1685, currently being considered in the US Congress was filed in the State of Missouri House of Representatives on January 6, 2016. This Bill, HB1951, authored by Rep. Bryan Spencer (District 63), was initiated by Larry Scantlan, KE0KZ, of Wentzville, MO. Larry believes that even if the Federal legislation passes and is signed into law by the President, it doesn't hurt to have state law to back it up at the local level. This can be seen by Missouri passing a companion bill back in 2004 reflecting the Federal mandates of PRB-1.

So far the Bill has been successful in getting support as it favorably passed out of the first committee and was referred to the next one. There were several amateurs present at the first hearing to provide expert testimony on behalf of this Bill. They were Jay Underdown, W0PS, Cecil Higgins, AC0HA (ARRL Missouri Section Manager), Ward Silver, N0AX (well-known editor of QST and conference speaker) and Larry Scantlan, KE0KZ. If it passes this committee it will be sent to the full House floor for debate and ultimately a final vote. Once through the House, it moves to the Senate for debate and confirmation and then to the Governor for signing. Amateurs from all over the state have been active contacting the committee members and asking their respective representatives to support the legislation as well as signing on as a co-sponsor. So far, there are three co-sponsors: Rep. Robert Cornejo (District 64); Rep. Kurt Bahr (District 102) and Jim Neely (Distict 8).

If you would like to follow the status of the Bill, you can do so at our Facebook Page or at KE0KZ's profile page. A copy of the Missouri Bill, HB1951, has been uploaded here for viewing. All Missouri amateurs are asked to support this effort by contacting their respective Missouri State Representatives and join our Facebook Group.
