KV4FZ Files Yet Another Appeal

KV4FZ FILES ELEVENTH-HOUR APPEAL TO KEEP LICENSE

Herb Schoenbohm, KV4FZ, has petitioned the US Court of Appeals for a rehearing in a last-ditch effort to retain his Amateur Radio license. Schoenbohm claims that he's being singled out for especially harsh treatment, and that the Court did not have the advantage of all the facts.

Now acting as his own attorney, Schoenbohm filed a Petition for Rehearing and Rehearing En Banc with the US Court of Appeals on April 12. A copy of his petition also was sent to the FCC. "The FCC is not required to respond unless the Court rehears the matter, which is doubtful in most cases," Schoenbohm told the ARRL.

In February, the Appeals Court turned down Schoenbohm's appeal of the FCC's decision to not renew his Amateur Radio license. The FCC in 1994 refused to renew Schoenbohm's ticket citing his 1992 felony fraud conviction and character issues. Subsequently, the FCC said that Schoenbohm had improperly solicited ex parte contacts with the FCC on his behalf.

Schoenbohm exhausted his FCC administrative appeals in 1998, when the FCC reaffirmed the denial of his renewal application. He then turned to the Appeals Court, which agreed with the FCC.

Schoenbohm said he was "deeply hurt" by the FCC's characterization of him as lacking the character needed to hold a ham ticket.

KV4FZ no longer appears in the FCC database. Schoenbohm has been permitted to continue operating until all appeals have been exhausted.

When K3EKO say`s KV4FZ is the greatest ham to ever be on the airwaves,has he considered the status of any of the following?:G.Marconi,Hiram P. Maxim,Clarence Tuska,Barry Goldwater,Gov. George Pataki,Lee Deforest,The late King of Jordan,St. Maximillian Kolbe,Major Edwin Armstrong,Herbert Hoover,Jr.,James Millen,Historian Bruce Kelley,Prof Yagi, Art Collins, Bill Orr,David Sarnoff,Bill Halligan,Gen. Curtis LeMay or a cast of thousands? ....W2IOJ...Jim

Aside from the fact that KV4FZ is a convicted criminal who used amateur radio to spread his racist and anti-semitic hatred, what other qualities does he possess that makes you think he deserves such an honor?

It appears that KV4FZ has received much the same treatment at the hands of the U.S. Federal Government as Elian Gonzalez' Miami relatives and increasingly many of our citizens, total disregard of legitimate due process and worse, the trampling of our constitutional rights. Most of us just stand by fat, dumb and ignorant while we continue to lose our liberties to elected socialists/communists. All the while the anonymous politically correct thought police spew their slanderous comments like, "he's a racist and antisemite". United States Of Amerika, land of the mice.

Tell me where to find information on St. Maximillian Kolbe being a ham....I live in Scarborough,Maine and we build a new church 7 years ago named after him...Sorry this has nothing to do with KV4FZ but that part I am interested in..Mike K1EU@juno.com ..............

Years ago I did witness via ham radio, the antics of Herb (KV4FZ). This man did in my observation cause intentional interference to boats useing 20 meters. As far as I know these were lisenced operators, many from several different countries. He seems to want to be a judge and jury, and administer his justice. He would break in to established qso's and just cause havoc. I was so disgusted with his actions I just removed the ham radio and quit. The thing that surprised me was, the Germans didn't have him killed. He seemed to enjoy picking on them the most. I again have gotten back into ham radio, I sure do think that his removal from the ham bands is a very good thing. I hope it's permanent.

In the above photo, KV4FZ is being welcomed by fmr. Pennsylvania Governor Tom Ridge, now Secretary of the Department of Homeland Security.
KV4FZ has been an active amateur radio operator since 1954 when first licensed in the Midwest as W0VXO. While working his way through college (1960-64), he spent summers teaching at several camps for the physically handicapped. He was highly successful in teaching seriously disabled campers about the potential of amateur radio. Many of these campers went on to fully qualify for their amateur radio licenses.

His father, W.B. Schoenbohm, was the founder of Courage Center in Minneapolis. Herb was a major force in pushing for the initiation of the Handi-Ham program, which is now widely recognized as the premier service organization for disabled radio amateurs. After college, Herb worked as a international sales representative for Gates Radio, Harris Corp, and Collins Radio. He sold and distributed broadcast equipment to the international market, primarily Latin America.

In 1968, he moved to the U.S. Virgin Islands with the intent of better serving his customers. His wife Monika at that time, was a service representative for Pan American Airways. KV4FZ was very active in DX work and, as a frequent traveler, put many new countries on 160 meters. He was instrumental in getting Stew Perry, W1BB, the necessary countries to be the first ham ever to get DXCC on 160 meters. He also gave G3IOR the last country he need (VP2EFZ, Anguilla) for the first ever DXCC via satellite (Oscar 7) During the 1970's, KV4FZ was able to set CQ World Wide records 160 -10 in almost ever category except 40 meters. He was also very active in supporting the IARU Intruder Watch after encountering frequent yachts in the area that had acquired licenses of convenience for a fee. At that time, FCC Commissioner Margita White appointed KV4FZ as the Virgin Islands SECC. The SECC has responsibility to plan and manage the operation of radio communications resources during island emergencies. Herb fulfilled that role magnificently and was named a Virgin Island "Hero" after Hurricane Hugo destroyed most of St. Croix in 1989. Herb received this award for keeping vital communications circuits open. Herb also took a detailed interest how most of these "pirates" have a close association with the so-called "service nets" on the top end of 20 meters.

In 1990 he received the Governor's Medal and was declared a "Hero of Hurricane Hugo" for maintaining communications circuits open after the "killer" storm destroyed all working communications circuits.

In 1994 Herb worked for several years as a staff aid for Congressman Victor Frazer (Ind-VI) in the U.S. House of Representatives. He has been chosen to represent the Virgin Islands at every Republican National Convention since 1980 and presently is an elected member of the Republican State Committee. During the day Herb works as a special assistant to the Commissioner of Property and Procurement and at night is host of the popular radio talk show Freedom Forum.

In April of 2002 Herb was selected as the State Chairman of the VI Republican Party.

Yep, he's the one.

I was in the Air Force and went to Korea in 1989. I was able to take my old TS-430S with me, along with a Hustler mobile antenna, and they let me install it on top of the dorm.

As soon as I had all the paperwork done and the station was ready to go, I tuned to 14.313 (the frequency the Maritime Mobile Service Net was on then) and tried to get a phone patch to my wife. Guess what the first thing I heard was? MMSN at about S5 and KV4FZ calling CQ on top of the net. Not a very pleasing experience.

I watched his case through the FCC and then in the courts with interest, and when he was reinstated, I cringed, thinking of the interference he had already caused, and wondering what he would be up to next. Fortunately, I haven't heard him interfere with anything since then, although I haven't been on the bands as much as I wish.
