ARLB026 VECs Struggle with Paperwork Mountain
Despite an infusion of temporary help, Volunteer Examiner
Coordinators continue struggling to process the huge influx of exam
session paperwork resulting from Amateur Radio restructuring.
ARRL-VEC and W5YI-VEC continue to estimate that it is taking from
three to four weeks from exam session to license grant.
ARRL-VEC Manager Bart Jahnke, W9JJ, and his staff have been putting
in a lot of overtime and weekend hours. Fred Maia, W5YI, cites a
similar situation at his W5YI-VEC. ''We've got mail buckets
everywhere,'' he said.
Jahnke and Maia say processing is proceeding as fast as possible.
They urge amateur applicants to refrain from contacting either their
respective VECs or the FCC to inquire as to the progress of
individual applications.
Applicants wishing to file a vanity call sign application or to
upgrade their Volunteer Examiner status cannot do so without a
license grant from the FCC reflecting the applicant's upgraded
class. In a few cases, applicants are awaiting first-time amateur
licenses and do not even have interim operating authority.
Jahnke says the ARRL-VEC has caught up with the paperwork backlog
from pre-April 15 test sessions. The ARRL-VEC served nearly 35,800
applicants between January 1 and April 14. It continues to deal with
the nearly 16,000 applications logged in from April 15 through April
25. Jahnke points out that while VE teams have 10 days to ship
session paperwork, transit times can be as long as a week.
Once keyed in and sent on electronically to the FCC, most
applications are granted overnight. Jahnke says the care ARRL-VEC
takes in checking VE session paperwork and applications for
''completeness, accuracy and integrity'' pays off in avoiding problems
down the road.
Statistics to date suggest a total of more than 13,000 new Generals
and more than 10,000 new Extra class hams as a result of
restructuring.

Let me first say how much I appreciate all the work all the folks are doing to get us upgraded. Having said that, I must ask why this is such a problem. In this modern day and age of computers, why is this all being hand keyed? We, who brag about being the pointy end of the spear when it comes to technology, are still using Snail Mail and hand poking to accomplish what is, in essence, a simple update of an already existing database. Maybe the system needs some tweaking!!

I think the term "new" is being used in a misleading way in this article i.e.; "new generals" and "new extras". These are not "new" licensees, but upgraders.
How many really "new" amateurs are there ?

I know of atleast one! My wife decided to get her Technician before the exam questions changed and she had to buy a new book. So, at least one good thing came of the changes.

I "upgraded" on April 15th...and have heard nothing yet.
I think over 4 weeks is long enough...but guess I (we) can only sit and wait. I must admit...its been fun checking every day to see if I "made" the list....

i also upgraded on 04-15-2000 in the atlanta,ga area,and heard nothing.i dont think no one in atlanta area have received anything.

The thing I get a kick out of with the ARRL VECs that they are processing the paperwork in the order when THEY received it. Not in the order of when the exams were administered. Not alll "April 15th" sessions before "April 17th sessions in received order"..maybe I'll remember that next year at ARRL renewal time... since I didn't get my $6.65 coupon at the session, either...It is a damn good thing for the ARRL that they publish QEX..........
So if you are like me, and went to a session that the VEs apparently sat on the paperwork for the max 10 days, you can expect to wait two more weeks, but if I would have gone 50 miles North rather than 50 miles east for the paperwork session, I'd be getting my own VE credentials now.... sigh... 6 weeks is as bad as it was with the FCC back in the '80s!
With the internet, you think there could be some method of "electronic" CSCE's that would eliminate the 10 day
snail mail holdup wouldn't you? Or knowing what the rush would be, couldn't the VEC's (especially the ARRL) have prepared better?
