Congressman-Ham Asks FCC to Wait for NTIA Study Before Acting on BPL:
US Representative Greg Walden, WB7OCE, has called on the FCC to put off
any further action in its Broadband over Power Line (BPL) proceeding until
the National Telecommunications and Information Administration (NTIA)
releases the results of its BPL study and the public has had a chance to
comment.
"I feel that it is important to give the NTIA study thorough consideration
before proceeding further with BPL technology, in view of the importance
of avoiding interference to federal government HF communications," Walden
said in a January 15 letter to FCC Chairman Michael Powell. An Oregon
Republican, Walden is one of two Amateur Radio licensees in the US House.
The FCC released a BPL Notice of Inquiry in ET Docket 03-104

filed last August, the NTIA expressed "broad concern" about BPL. The
agency--which administers spectrum allocated to federal government
users--has said the FCC "must ensure that other communications services,
especially government operations, are adequately protected from
unacceptable interference."
The NTIA, which is part of the US Department of Commerce, subsequently
undertook evaluations of BPL field test sites, in part to gauge the
technology's interference potential. Walden noted that the NTIA's field
work was scheduled to wrap up this month, and that its observations and
conclusions would be released sometime during the first quarter of this
year.
Walden told Powell that, given its interference potential to federal and
nongovernment radio services in the HF and low-VHF range, the issue of BPL
is "of great concern to me." He did not indicate in his letter that he was
an Amateur Radio licensee.
"It is important that the commission give serious consideration to both
the NTIA study and the subsequent round of public comment on the study
results," Walden asserted. While agreeing with the goal of increased
competition in broadband delivery, Walden encouraged the FCC to "give
sufficient attention" to concerns raised regarding BPL's potential to
interfere with other radio services. He also asked Powell to respond
outlining how the FCC intends to proceed in the matter.

Powell to Walden, "Bugger off! The facts, although interesting, are irrelevent."
It seems the current commission has one objective--to eliminate the notion of protected spectrum for licensed users and to open the RF spectrum for mass consumption. I like the Internet, but this mentality that only the Internet matters is simply not one borne of intelligence.
I'm glad Mr. Walden sent the letter, but I'm afraid he will be paid lip service and then ignored. It's high time Congress reigned in this rogue agency.

All amateurs who are following this ongoing battle between BPL and the collective receipents of its inherent interference should REMEMBER one clear fact, TO WIT.....The 3 bush appointed republican members Are In constant contact with their bosses in the White House proper. They don't FART unless they have received prior clearance from the "Boss". Only a FOOL would believe that "They" are acting with some type of Independence of rule Making Authority.
......They don't do Nuthin without prior approval. And, personally , I don't think they give a Tinker's Damn about the Amateur radio Community or what we do. There Aren't enough of "US" to really have any kind of Negative Political Impact upon their standing no matter how Bad they Piss Us Off as a group because we don't show any Cohesion or Focus and therefore They Know that we will never Speak with ONE VOICE and so To Hell With Us.
........Every decision in the Bush Whitehouse is analyzed as to What you Gain <<vs>> What You Loose and the Monetary Payback to the Republican Party from the Supporters of BPL will more than offset whatever Minimal level of Negative Press they will receive from affiriming the Implementation of BPL on a national basis.........s.kuteman , kd5ir

KD5IR and the rest of the angry liberals just can't take a breath without launching an angry Bush bash. Get over the election already! All three of the Al Gores (Alpha male Al, earth tone Al, and Boring Al) lost the election! Move on, get over it and get a grip on reality. You angry liberals will have another shot in November with whatever big government, tax and spend, shred-the-constitution liberal candidate you choose.
The fact is that Hams aren't that valuable to the US as a whole when compaired to other services. However, NITA is entirely different. IF NITA comes out against BPL, then its over for BPL. Satelite will be the wave of the future for Broadband.

...I'm NOT an angry Liberal....I'm an angry American with a Advanced Class License that understands HOW the FCC and its decision making Process is Directly Controlled by The Bush administration which makes decisions based upon the Amount of money they will receive from the Purveyors of BPL. Review the Prior comments by the lady appointee on BPL and the Chairman and it becomes patently Obvious that Their minds are already made up.
...This fact is in direct opposition to the Decisions made in other countries that tabled BPL because it was TOO DAMN NOISY, Period. Yet, our FCC is going to allow IT to get established even though they Know that it has problems. Uhh, excuse me, but where did I write anything about President Bush? The fact that I don't like the job Micheal Powell is doing as FCC chairman is not a reflection on my thoughts on the president. I think Mr. Powell was a poor choice to head the FCC. How is that Bush bashing?
How is my opinion that the FCC should be staffed and headed by technologists and not lawyers Bush bashing? I also think you will find it very hard to find any evidence in this forum, or any where else for that matter, that I am of a liberal bend.
Just because I don't like the stated opinions of a couple of commissioners on an obscure government agency, I'm a liberal. Shessh!

How much value does your participation in Amateur radio mean to you? "Your" president is going to create all the interference that money from the power industry can BUY.

Let's get some facts:
Yes, Bush did appoint Mikie on the recommendation
of Sen McCain (R) AZ Chairman of the Senate
Committee that oversees the FCC.
The Admistration's policy on BPL as expressed
by both the Commerce Dept (home of NTIA)
and Dept of Homeland Security (home of FEMA) has
not really been pro-BPL.
I'm at a loss at the reasoning of some of the
prior posters.

The liberal wing of ham radio seems to forget that their hero, Jimmy Carter, basically emasculated the
the FCC back in 1978. Thanks to liberals we went thru
all of these years of no CB enforcement. Carter's
Administration caused the demise of the FCC's S.E.F.
(Special Enforcement Facility) which was specifically
tasked with enforcing Part 95 of the FCC Rules and
Regulations. Jimmy Carter also declared October 4,
as the "Official 10-4 Day" in recognition of all of
the wonderful things that CBers had done.
I could go on with the history lesson through what
wonders Clinton brought through the FCC, but it is
a waste of time. All liberals have is an attention
span for what they perceive to be "facts", which of
course are merely their own misguided, hate filled
and bigoted opinions. Rave on liberals. The only
people listening to your lies and distortions are
other liberals. Face it, Bush won, Gore lost.
Get over it and quit being such whiney butts, if
you can. Get back to the topic of ham radio and leave
the Bush Bashing to the rapidly diminishing field
of Democratic Candidates. I can wait until November
for us to see who is top dog in this cycle. Can you?
