well I'm not that anxious te TX less than 100W on the boat (for Winmor 40-50W is more than enough) but under normal load (fridge, nav equipment, autopilot) voltage of service batteries easily gets down to 12.4 V and surely will get lower then -0.2V at full transmission on ssb voice. I am more afraid of FM-ing of the modulation at lower voltages  some people warned about with these mobile rigs designed to work at 13.8V.
So maybe a voltage booster is a nice to have maybe not a must have. I'd buy the MFJ one since it can be bougth at Wimo.de in Germany and looks well built.
