Still being new, I do not have the world map of call signs on the wall or software loaded to auto log and look up as I am starting to learning to use a few digital modes in the General class range.

I just had an exchange with a weak station that used the call sign VE/R2AQX.  Does this mean a Russian Amateur is operating in Canada a the time of the exchange?

He was very broken so I did not get a city or name.  But he could hear me 599.

Yes, you have it figured out.  He is Russian operating in Canada.
