Looks like a handheld CB.

One of Midlands 2 in 1 handhelds/mobile radios handheld control head.

The 2 in 1 is a regular hand held cb with the addition of a handheld control unit/mic/speaker that connects to the handheld unit making it into a pseudo mobile radio by removing the rubber duck and connecting a cb mobile whip to the remote handheld RF module.

Midland sold some of their 2 in 1 models to other companies who put their names on them but inside and out they are Midland 2 in 1's.

The model pictured looks a bit older than the most recent 75-822 model that Midland makes.
