Sounds as if it might well be.

QSL manager(s) are shown in the eham QSL database as DJ3XD for CW contacts, DK9KX for phone.

Good for what?  Yes, they were actually in Yemen and if you worked them, then you worked Yemen.  Who gives a  damn if the ARRL "blesses" the operation?  I almost let the ARRL's mismanagement of the DXCC program ruin my interest in DX until I realized that I didn't need the League to validate the fun I was having working DX.  The pope doesn't live in Newington.
