I have a brand new ic-718, and a g5rv parallel dipole.using the rigs swr meter, I am fine on 80 meters, but 40, 20, &10 the swr is off the scale. coax is rg 213, & 1-1 balun. mechanicaly the antenna looks good, length should be right on the money. any suggestions?

What do you mean by 'parallel' dipoles? You have two dipoles in parallel? If so, why?
