G'day all take a look at the site below:

This is for a wireless video system on 1.2 at 5 watts.

SSC-12TRX5 1.2GHz 5 watt transmitter with receiver --$595.45

Is that within the Regs in the US.

Your question is vague. If it is used in the ham band by a licensed amateur for amateur purposes then it is within "regs". It doesn't matter what you use or even if you build it yourself, as long as it meets good engineering practises.
