I realize with some antennas the length of the feed line is critical for their efficiency.  What about a vhf/uhf with NMO mount?  Can I cut the feed line to a couple feet for a bicycle application without affecting the operation?  I have looked and cannot find anything on this.

With any antenna properly matched to 50 ohms (i.e. low SWR) the feed line length won't matter. In fact, the shorter the feed line the lower the loss. Go ahead and cut it to what fits.
