Can anyone recommend a good repair shop for this type of radio.

My Father-in-law gave it to me, and it does not appear to be working properly so I would like to get it checked out.

The TIL306 / TIL308 is known component issue.  
That part was used in RCA COSMAC ELF (1802), featured in August 1976 Popular Electronics

Lots of electrolytic caps in these radios, all about at the age where they are about to fail or have failed already. Recapping every electrolytic on every board and in the chassis is almost a must do on these at this point. Otherwise a great little radio, I own one, and the FT-221R 2m version with a Mutek board and external tone generator. Both have been completely recapped and now work perfectly.
