Hi,
Is there a way to go from 13.8V at the cigarette lighter to 19V for a laptop,without using an inverter(DC-AC-DC).Has anyone out there done this for a laptop before?

You might try using an open frame, DC/DC/ Converter.  If you get one that converts from 12VDC to 24VDC you could alter/adjust the output circuitry to give your needed 19.6V.

You can usually buy a DC adapter from your laptop manufacturer. Or, search Google.

Targus makes what they call an auto/air adapter. It converts 12VDC to a variety of different voltages. You just look your lap top make/model up an the chart and insert the proper adapter plug.  The 12V input has a ligher plug and an aircraft type plug.
