Can anyone recommend a good World Atlas on CD ROM, ideally with the following features:

(1) a good placename search/index so that I can check out contacts' locations as I chat to them....

(2) the ability to put the electronic equivalent of map pins onto the maps so that I can record places/countries I have made contact with...

While I don't have a working install on my system right now, I recall that the World Atlas that comes with Microsoft Encarta Deluxe Edition is a likely candidate for what you're asking.
And because it's a "consumer-grade" product you can often get it fairly cheap. Consider one a couple of years old (Mine is 2001) for added savings. The global boundaries haven't shifted *that* much in the past two years. :-)

Check out Afreet Software's "DX Atlas," which is reviewed under eHam Product reviews, Ham Software-Other.  You'll find my review there as well as a link to their website.
