One thing that should be pointed out is that most new construction today uses plastic (PVC) pipe inside the house as well as the incoming piping.  New construction includes upgrades to an existing house.  It should be stressed that ANY metallic piping inside the house should be bonded to the common house grounding point for safety sake.  Even if there is a new kitchen in the home, there could well be an old bathroom--or even a utility sink in the basement that is STILL serviced by metallic pipes.
