Here is a simple version of the rules if say your a volunteer firefighter and a ham and want a radio to use for both.

1) You CAN NOT use a Ham Radio to transmit on both.

2) You CAN get a used commercial radio like a Motorola HT1000 for instance, and add some ham frequencies into it in addition to the commercial/fire frequencies and you CAN use it to transmit on both.

Can't make it simpler than that.... commercial radio services(Part 90/Part 95) can only use commercial 90/95 type accepted equipment.  Ham radio use can use whatever they want including home made out of junk parts....so you can certainly use a commercial radio on ham bands, but you just can't use a ham radio on commercial bands. 




Cheap/Used Commercial Radios are plentiful and easy to obtain on ebay, hamfests etc..
