Around here people are installing night vision cameras and putting the video on the Internet for all to see.  Security lights might help either auto-start or always on.  Most crooks do not like to  have the spotlight on them.  If you recorded video you might have a case in court against the authorities.

Can't imagine that the local police don't know exactly who they are and what they are doing.

If they won't take any action, it might be a good indicator that you shouldn't be taking them on?!

Thanks again guys for the comments and advise. I found a regional weekly newspaper willing to help out. They printed my letter to the mayor last week, and this week there will be a follow up coming out addressed to the mayor and the police. There will be more follow up if necessary.  These letters are signed "from the residents of", without individual names. It's not just my corner as I first stated, but these kids shoot up dope in a vacant lot across the street. I feel confident this situation will be dealt with now that it's becoming more public. I'm already seeing more police presents in the area.
