I am looking for software that will run on a XP machine that will send cw via keyboard and decode recieved cw, Any help would be appreciated.
I had a program that ran on my old VIC-20 but it didn't decode very well.

I believe there was an article in QST magazine comparing various software so you might check out the ARRL website.

Basically all the software works great for transmitting but only works well for decoding when the signal is reasonably strong and there is minimal interference.  The human ear/brain does a better job on decoding for the typical signal.  I have a KamPlus multimode controller and even though I am only mediocre at code, most of the time my copy is better than the machine's.

MixW can send and decode Morse code.

CWGet and CWType also can... read the reviews on this website.

I find that CWGet is better at decoding than MixW, but both depend upon the sender... pretty good to excellent if the sender is using a paddle and a keyer, good to poor if the sender is using a straight key or bug and slurs his dashes.
