Zoning Restrictions - Help Please

I moved out of the area for a year. Upon my return I reinstalled my verticals. Immediately received a letter from the city planning department instructing me to take them down. I called them to discuss and was told that by calling I had initiated the appeal process and could leave them up while we worked through the process.

I copied PRB-1, made autocad drawings of the installations, and decided to take some advise from local amatuers on our 2M repeater. Searched through the ARRL site and found a couple of attornies that represented amateur operatoirs in these cases. Reached out to one and we talked. I explained my situation and what I had done. He approved and told me to go meet with planning. Cost me $25 to file the appeal. What I did find out during the process was that the city had received a complaint. No one bothered to show for the hearing, so my install was conditionally approved. Conditions included a building permit for the verticals.

So I gathered more copies of my drawing and a building permit application and walked in to apply. Building clerk looks at my package and scrathes his head. Takes everything into the back for another opinion. Building Official comes out and asks why I'm trying to pull a permit. Hand him the conditional approval letter......He laughs and sends me on my way. Sent a letter back to planning explaining the circle and told them I consided the matter closed unless I heard from them.
