I am interested in running APRS on my computer when I do not have an internet connection. I have a windows 7 os on my computer. a Byonics tiny track 4 system and would like to find up to date software that will not put me in the poor house. I am open to Ideas, HELP!

You might look at "APRSIS-32".  I won't say it's the best by any means (started with another program, like it's abilities more), but it's simple to set up.  Don't have internet access.  So don't turn that on (don't 'Enable' it).  It's certainly 'up to date', it's being changed all the time.  There are several programs available, but that one is probably the easiest to set up.
