So... no scope yet. 

Is there a website anywhere that allows one to input RLC values and graph the frequency response?

If you have a circuit simulation program (like SPICE) you can create a schematic then plot a frequency response of the circuit. Or if you have Microsoft Excel and know how to set up complex (real and imaginary) series and parallel calculations for R, L, and C, then you can set up a passive circuit and plot frequency response.

I use the student version of Pspice 9.1.  It can be downloaded free from: http://www.electronics-lab.com/downloads/schematic/013/

There are lots of tutorial available online for using it.  It does a decent job of plotting frequency response, transient responses and much more.
