What specifically do you not understand about it or are you just amazed that people would still want to use such an antiquated and inefficient mode of communication?

  Looks like part of the Good-Bye to CW on 3600 event. See the calendar main page. As of today, this is part of the phone band although CW ops can operate anywhere on the HF ham bands except 60 meters.
