I'm wanting to use an LM567 decoder chip to drive a relay to key my transmitter when 600 Hz audio is detected from FLdigi.  I know you can get PTT from the com port, but has anyone tried the decoder route?  If so, have you noticed any delay keying the transmitter?  Any other issues?

Joe, when the circuit locks there is a kind of bouncing at the open collector output, fast switching a number of times between OC and grd. So kind of debouncing after the circuit is probably required. That introduces a delay in the output.
So that may be an issue.

I'm using line-level out of the computer and can't get enough drive to switch the transistor.  I played with the circuit yesterday, but haven't given up, yet.

Today, after some sleep, I got the FLdigi published circuit working on the breadboard.  Seems I had FLdigi up all the way, but my sound card was only half way up.  Operator error!  Thanks for your help.

OK congrats, must be, I watched the schematic of which  the link was given, and that must do what it is intended for. If not your isolation transformer is not 1:1 and interchanging primary and secondary should work.
