We all know the intent of the WARC BANDS and if not, take a look with a Goggle Search and learn the intent of these BANDS.
Let's all be adults and at least those of us that are members of the ARRL; follow the intent that the ARRL went to the WARC Committee to request the expansion onto those bands that have been known every since as the WARC band and play by the rules that were promogated when the rule was written.
I thought the intent of requesting the WARC bands was to provide Amateurs with more spectrum space, allocated in between the then-existing bands to increase effective propagation possibilities. Even after a brief Google search, I have found nothing that limited Amateur activities on the WARC bands other than the mode/power limitations on the slim 30M allocation.
If I am wrong about the intent, please steer me more precisely to that information, as it is now over 35 years ago that these discussions took shape.
The current system of keeping contest rules limited to the pre-WARC bands seems to be working. I will have to disagree with you if you are seeking regulatory relief from amateurs that use the word "CONTEST" when seeking QSOs.
