Thank you all, problem solved!  Thanks to KA4POL and ultimately, the link to KD4DIY's thread.  VOX doesn't matter, but FULL BREAK IN does.  I could swear I tried that multiple times! Once I got it working using all KD4DIY's settings, I tried to "break" it again by undoing each setting.  It was when I changed the break-in setting to OFF that the problem returned.  I had never thought that this setting would DISABLE keying!  As was pointed out elsewhere, there is indeed also a "gotcha" with enabling CW to TRANSMIT and not just enabling CW (to receive). But I had that covered early in my troubleshooting.
