I have used a MFJ 9420 with a hamstick.  It is not that fancy but it works and it will be within your price range.  A good working 9420 can be had for $100.00 at hamfests.  Forget Ebay as they usually want as much as you can buy a new @ the candy store.  A cheap 9420 can be had on Eham, but they are few and far between.  The Atlas 210 is a good choice as is a Alda 103 or 105 if you need multiband operation.  An Amp supply monobander is also a great little 20 watt rig.
