I've seen something similar on my android phone.
I close the tab and click the bookmark again, and it usually opens normally.

Yea, I have see that error sporadically for the past week. I just ignore it. It doesn't seem to bother anything.

I'm using Chrome Version 53.0.2785.116 m.

YES, have seen similar top of Forum "Notice" message since September 19 when I sent eMail plus screen Pic of it to WebMaster@eHam.Net.

NO acknowledgement or eMail reply yet?

Using Google Chrome version 49.0.2623.112m on VISTA Home Premium SP2 O/S.

Also, no noticeable effect / issue to continue using / viewing / or posting to eHam Forums.

Windows 10.  Get the same thing on occasion; ignore it and everything seems to be working fine.

For a day or two I did not see the error. Just now at 8:18 PM Eastern time Sept 29 2016. I saw it again, right here on the index page. It reads

"Notice: memcache_connect(): Server localhost (tcp 11211, udp 0) failed with: Cannot assign requested address (99) in /home/www/html/forum/smf-110/Sources/Load.php on line 2203 Warning: memcache_connect(): Can't connect to localhost:11211, Cannot assign requested address (99) in /home/www/html/forum/smf-110/Sources/Load.php on line 2203 Notice: memcache_connect(): Server localhost (tcp 11211, udp 0) failed with: Cannot assign requested address (99) in /home/www/html/forum/smf-110/Sources/Load.php on line 2203 Warning: memcache_connect(): Can't connect to localhost:11211, Cannot assign requested address (99) in /home/www/html/forum/smf-110/Sources/Load.php on line 2203"
