Where can I buy a complete or kit 70cm transmitter with cw ider were wanting to start fox hunts in our club and most people have made ant to use on Texas Tech university ham clubs 432 transmitters so we need some foxes

Look for old IC-4AT or similar handhelds at hamfests, and pair it with a controller such as the PICCON.
I have a number of IC-2ATs that I use on 2m in an ammo can with a battery and controller.  Don't
try to run them continuously at full power, of course - put them on low power or set the controller
to intermittent cycle.

In fact, one simple way for a club to get started is to purchase a controller of some sort and let each
hider build an adaptor cable for the radio(s) they want to use.
