I'm not going to pretend how an SDR works, I have an RF Space SDR-IQ and love it. I use "SDR-Radio" console to control it. My question is: Are features like Sync detector, DSP noise reduction, filter width etc part of the hardware or the software?

The reason I'm asking is I'm thinking of getting a Comm Radio CR-1a and was wondering if I would be able to control it and process the audio with the same console program (when not out in the field) and have all of those same features I had with the SDR-IQ.

Usually these features are software. So the noise reduction is not a DSP but just a software feature.
However, not all SDRs are able to use the same software.

The CR-1A provides IQ outputs and CAT control via USB. Theoretically what you want to do is possible but I do not see any software supporting it yet.
If you go to their download page

you will see that they have some kind of proof of concept program which seems only to display the spectrum.
The maximum bandwidth via USB is 200kHz.
