If you still have the email, have you tried any of the online translators?  It's most likely Russian.

Tnx, Don.  Yes I tried several translators, beginning with Russian.  Guess I will send maybe 3 GS and hope for the best.
thanks, KC

Bigger question, does it count for DXCC yet?

Jon, that's a good question.  You might know more about that than I do.  What's your thoughts on Chad?

I don't know if US3EZ has provided license documentation to the ARRL, I hope so.
I am still waiting for a card

He was spotted today calling CQ according to cluster spot.  Since he's still in Chad and QSL to home address, you might not see a card for a while.

Just a thought - if he replied to your email in something you can't translate, perhaps he never understood what you sent him in the first place.  Just because he speaks some English doesn't mean he can read from anything but Cyrllic.

Sergiy has no email access in Chad.  In response to an email that I sent that he received while temporarily in Niger, Sergiy told me that he will send out QSLs when he returns home in August.

Thanks all.  I remember his QRZ page saying that he was in Chad through March 2013, but looks like it was changed to read from January 2013 since I last looked.

No hurries or worries.  Not a very stable place and felt very fortunate to work him.

Well, good news is that I received a really nice TT8/US3EZ card from Sergey.  The bad news is that Bill Moore confirmed that it hasn't been approved for DXCC.

Tnx, K0YQ.  Now that you've paved the way, I should send my QSL request.  This was a new band-entity for me (20m, as I recall).

I too received a card.  I worked him in January of 2013, I am going to assume if 11 months later he has not given proof to the ARRL, he may never.

Never give up. OPerations have been approved close to a decade and change after they completed.
