I'm making this post for a point of reference in case anyone else runs into this problem.

A neighbor moved in next door several months ago and had Uverse installed.   I immediately noticed what I can best describe as a quick pulsating or flutter type interference with a "white noise" in the background on AM (sounded like hash on SSB) at about S9 on 20 meters.  I could hear this starting around 11 MHz or 12 MHz, gradually getting stronger and peaking around 20 meters, then decreasing up through 18 MHz to the bottom of the 15 meter band where it was barely noticeable.  After talking to my neighbor and unplugging things,  one at a time, the noise stopped as soon as the ISB7005 was unplugged.  20 meters is now relatively quiet.
