Hi, all,

W2IRT and I both noticed some powerful trash on 12m this morning at roughly 1300Z. I have a screenshot of the spectrum here:

Anyone know what this is?

There are many sources of possible interference.  Some illegal, many legal.  The IARU regions have been building monitoring and reporting networks to watch for intruders.

Here is an excellent newsletter from Region 1, put out by the German net.

-A quick review shows your source may be a CODAR ocean wave radar used for research purposes.  Several countries/universities operate them.

The ARRL has an active Intruder Watch program and reports to Region 2.  You might check the ARRL website for lists and reports.
