This is the third time I have seen and been able to receive weather fax in the 75 meter band.

3.85312  USB - 3.8550 USB depending on your software.

Any one have any ideas?

I did a quick Google search and found this. Hope this helps.

Seems Japan does some Weather FAX on HF.
