Let me clarify some:
One-No one here is going to tell you how to do that since you obviously do not have a license.
Two-Mark, KC0HBM, is incorrect. There is no law prohibiting a LICENSED amateur radio operator from making a modification to a radio so that it is capable of transmitting in the 11 meter range (actually transmitting in the 11 meter range is a different story. In that case, even if you were only using 4 watts, the radio is not "type accepted" for use in the 11 meter range.) About half of the hams I know have radios that can transmit "out-of-band".
Three-In reference to point one, go get a license. I know where you are coming from. I used to be a CBer and became fed up CB and the limits of it and went for my amateur license. It is so easy. I know people who are mentally challenged that have managed to obtain a license (no joke). Email me if you need help getting started.
