Hi Dave, never had any problem with 800 watts, should be fine at a thousand as long as you dont hot switch between directions.
Also, the grounds can not be common as both antennas must have isolated feedlines in order to maintain the phase.
However it is critical that all connections are maintained for polarity, in other words, all the sheilds and neg 12v are on one side of relay and positive on the opposite side, good luck.

Folding back insulated wire will not get the job done will act as a slight capacitance, just add a little wire to each end.

Need a lot more info, the problem could be a lot of things, check on dummy load,feedline connectors etc.

As the author of the article the questioner mentioned, I can assure the use of the phase lines and delay line specified, work fantastic on two dipoles at 45 ft in my backyard. Verticals are very hard to equalize as far as voltage and current due to ground/radials conditions.
That is the reason I tried the concept on dipoles as much more immune from ground loss etc.
I always see and told at least 25db when going from Europe to the west coast with very good gain evidently from the reports received.
Build it as described and anyone will see the same results.

Short the ends with that approach, most antenna analyzers require an open end for some phsae angles.

I have used a 40 edz for years and have found that a 3/4 wl feedline with velocity factor figured in gave me a 50 ohm sweet spot at around 95 ft with about 10ft of 450 ladderline shorted at the end, total length 105 ft. Mine was also 178 ft at 60ft high.

The ICM is a great microphone although heavy use will destroy the ptt switch, on my 4th one.
I use it on 751a and also the 718 with much better reports than the handhelds.

50 ohm feed is fine, the resultant swr will be around 3 to 1 in my case. Not using the relay is a great loss as you will lose the whole point of my design and the fun of seeing 25 db of front to back.
Relay is not complicated so think about it.

You are on the correct path but it is a waste of time to cut phase lengths by using VF, they must be cut to frequency using various methods I have presented in Eham articles. Also loose the the baluns, they screw up the phasing and serve no purpose on a monoband resonant antenna at a reasonable 1/4 wl plus height.

N6LF and ON4UN have done extensive studies on a variation of your question.
Lot of factors effect vertical antennas.
BUT one raised radial is gonna be a dissappointment if you expect some directionailty, not to mention the matching impedance at that feedpoint, two is minimum for raised radials in my experiments.

Where are you hearing this stuff ? When home, I spend hours upon hours on the air from stateside to europe, austrailia etc.
