Lot's of good suggestions here. But you mentioned reports.
The Oracle, MYSQL and Postgress solutions are database engines. You must write an active content web page to enter and access your data.
Delphi has a free download version now but doesn't include a report writer.
MS Access has all you need but is not free.
We just went thru this same decision process and obtained an old version of Delphi that included the report writer for cheap (version 2 or 3). Also considered the late dbase program Foxpro for windows but couldn't find one.
I'd say pony up and get a copy of MS Access unless you have a lot time on your hands.

Try to find a small local computer store or service guy you trust. Hardware is cheap now and all comes with XP drivers. Forget the Raid and use an external usb hard drive. USB 2.0 and SATA2 scream.
Forget service and ADVICE from the large monster companies. We all need a good local mechanic, dentist, doctor and Computer Guy!

The last I saw, Dell was playing games with Linux pricing. The Windows box Versus Linux box was about the same price. BUT the rebate on the windows box was twice as much. The Windows box was about 200 cheaper. You could buy the windows box for less and then install Ubuntu yourself.
Or you can buy the new Everex gOS Linux PC from Walmart for $199.

You are asking about Spam Filtering, Virus Protection and not slowing your computer down. Any active protection must slow your computer down somewhat.
Spam Filtering - Forget your ISP and local filtering programs. Use an online email service such as Gmail or MS Hotmail Live. Once set up and you have identified spam to train the server, they do a great job. They also offer other benefits vs email programs that download email to your machine.
Anti Virus - AVG Free is the best anti virus program. The paid versions have more administrative features but use the same virus database. Performance impact is minimal and it also protects against some internet trojans.
Adware Spyware - This is the big problem area. First, use the Firefox web browser. Use MS Internet Explorer only for web sites that use Active X. Active X is the path a lot of spyware uses to get into your computer.
A lot of the programs mentioned are cleaner/scanners but provide no active protection. The best free combination we found is MS Defender and Threatfire.
This combination takes longer to boot as it scans everything but is not that bad after started up.
Bottom Line - If you browse the internet a lot, you will get infected if using MS Windows so have backups of all your data etc. If you have to reformat to reinstall windows, do the long (not the quick/short) format to fully remove all traces of malware. We use an imaging program to copy a clean installation and just burn it back on the hard drive when windows gets all out of whack.
Tip - Try a live boot version of Linux such as Ubuntu for internet browsing.

Thanks again. The diagram did the trick. Have it hooked up to my yaesu with a Heil adapter. Will get it soldered up to an 8 pin for permanent use soon
