Attempts to mediate a problem are never held agents you in court. They are not seen as an admission of guilt. Courts want people to attempt to resolve issues like this on their own. If an attempt to resolve a problem was held ageist a party, there would never be any plea bargaining done and the courts would be swamped.

For local information and monitoring local police and fire services what you want is a VHF/UHF scanner (SW usually is a reference to HF frequencies). To know what type of scanner you need (conventional, digital, trucking) you need to do some research as to what type of system your local public safety services use. Scanners in this frequency range will also allow you to receive FM broadcast stations. Try going to http://www.radioreference.com/ and check there database for information on your local services. It also has a good forum for asking this type of question.

The AH-4 tunes with only .3 watts (regardless of the power set on the radio), great for saving the relays and preventing QRM.

EasyPal is by far the most popular digital SSTV software anymore. It includes RS decoding so no additional software is needed. HamPal hasn’t been updated since January 1, 2006, EasyPal often has several updates a month (latest 23 November, 2008). They can send and receive from each other as they both are based off the same hamdrm.dll file. EasyPal can be downloaded from http://www.kc1cs.com/7.173 is a very popular frequency for this mode on 40 meters (caution, it is in the advanced/extra potion of the band) and as the post above said, 14.233 is also popular on 20 meters.

If you using an Icom radio the AH-4 will automatically tune if necessary when it transmits. It won’t tune if no transmission is made (and I doubt the SDG will ether).

A lot of software packages will not control the sound card when running Vista (DM780 comes to mind). You need to use Vistas audio control panel to make adjustments to the audio levels.

As WW5AA said, be sure to understand the rules for the 60 meter band. We not the primary users of the band and must yield to any other users along with using no more than 50 watts ERP (Effective Radiated Power).
Also be aware that the frequencies listed by the FCC are for the center frequency, not the virtual carrier frequency displayed by most amateur radios.

That all applies to commercial venders, and being that those are being sold out of Hong Kong, good like trying to do anything about it.
It isn’t illegal for someone to own or operate one of those radios on the amateur bands as your first post seemed to imply, or for an amateur to sell it to in another amateur a private sale.

What’s “Amazing” is you seem to want to jump to the assumption that somehow the seller was being “devious” or lacks “ethcis and morals” (by the way it’s ethics) because he failed to include the mounting hardware. It’s the scam of the century “Ham gets away with $3.00 worth of hardware, story at 11:00”
Did it ever occur to you that he simply forgot that it even came with any mounting hardware x number of years after deciding to sell it? There are many ways to mount the tuner and he may have never used the included hardware at all. Heck, I mount mine with a couple of zip ties.
Throwing a childish temper tantrum and slandering someone on the Internet for a few parts that would cost more to send then run to the hardware store to replace says far more about you then it does the seller. Sounds like you need some serous anger management.

Agreed, the “hardware” that comes with an AH-4 can be purchased for a few dollars at Home Depot.
Isn’t this forum for “Company” reviews?
I don’t believe it is intended for individual disputes.

Why would knowing “who it was” have any bearing on whether or not you wish to reply?
How would someone who wishes to get involved with amateur radio get any questions they may have answered if no one will reply to them unless there already an amateur? We should encourage inquiries about ham radio, not dump on those who haven’t yet obtained they’re licenses.
It’s not the lack of callsign that’s the problem with this troll in my opinion; it’s the questions being asked. His questions have nothing to do with becoming an amateur or about radio; he’s just trying to stir the pot for his own entertainment.
