Ummm...for the record, the sale of COMSEC equipment is NOT illegal. Otherwise, those of us who legitimately own modern day Motorola products should be sitting in Leavenworth Prison. However, the unauthorized possession of the encryption key is considered to be the unauthorized possession of classified information and the export of COMSEC without a license is an export violation.  Violation of either will put you away for a pretty decent amount of time.
