I have disconnected the antennas and also reset the the radio back to its factory defaults and it does not make any difference.

The Analog and multi-
function digital s-meter
is always showing +40
signal readings. Weather
there is a signal on the
frequency or not both s-
meters show +40db
signal readings. ATT is
off, AGC has no effect,
and RF gain has no effect
except for making it go
higher than +40 db.
Every thing else about
the radio is working fine.
I can read the weakest of
signals fine except the s-
meter is always at +40
db. Can anybody give
me an idea what is
wrong?
